You’re right, NASCAR is nothing without the drivers. But, drivers are also nothing without NASCAR.

It’s a two-way street.

I don’t think this will change the way drivers think, act or behave in the long run.

Immediately following this incident, yes, drivers will be more careful.

But, it’s only a matter of time before somebody says something again. It’s inevitable.

I don’t think this will harm the sport. Look at the NFL or NBA — neither of them are suffering due to fining their players, nor has it stopped players from speaking their minds.
