NASCAR has tweaked the format of its Sprint All Star Race to reward the winners of each of the four segments.

The NASCAR Sprint All-Star Race, set for May 19th at Charlotte Motor Speedway, will consist of four, 20-lap segments, concluding with a 10-lap sprint to the finish and a $1 million payout to the winner.

This year, NASCAR has tweaked the format, moving each of the four segment winners to positions 1-4 prior to coming down pit road for the final mandatory pit stop. Wherever the drivers come off of pit road is where they will line up for the restart.

Robin Pemberton, NASCAR vice president of competition, said:

This new addition to the format is going to provide even greater incentive for the drivers to go all out to win one of the four segments. It also puts even more focus on the pit crews and how they perform during that final pit stop. The team aspect of the sport will be highlighted more than ever and it helps set the stage for an exciting race and an exciting evening for the fans.

In 2011, NASCAR will change the noses on the Sprint Car COT to help improve brand identity and make the cars look more like their street counterparts. As a result, Ford could switch from the Fusion to the Mustang in 2011.

In 2011, NASCAR will change the noses on the Sprint Car COT to help improve brand identity and make the cars look more like their street counterparts. As a result, Ford could switch from the Fusion to the Mustang in 2011.

NASCAR officials say that they are close to approving the specifications for the new nose of the car. According to SceneDaily.com, the change to the nose will affect the bottom half of the bumper. Currently, the bumper has an indentation, with splitter braces. The new bumper would be curved more, and would not require splitter braces.

NASCAR vice president of competition Robin Pemberton said:

It’s just time for a style change. We’ve been working on it for about a year now. We’re working on [the brand identity] with the manufacturers.

Jamie Allison, of Ford Racing, indicated that everything goes according to plan with the implementation of the Mustang into the Nationwide Series and the changes to the Cup car, he would consider switching to the Mustang in 2011.

Allison said:

We want to see more brand identity in the cars. We’ve been asking NASCAR because we’ve liked what transpired in the Nationwide.

NASCAR officials held a press conference to unveil rule changes for the 2010 season. Many of the rules changes were leaked beforehand. But, one of the biggest surprises is that the yellow line rule, which was expected to go away, will in fact stay.

Facing a tough economy and fan complaints of boring racing, NASCAR had made several rule changes, which were announced at a press conference Thursday, January 21, 2010. The changes, which span across all three series, are slated for the 2010 season.

One of the biggest changes, which has already been made public, is the transition from a rear wing to a spoiler in the Sprint Cup Series. NASCAR instituted the rear wing as it transitioned to the Car Of Tomorrow back in 2007. It was said to be safer, and I think generally, it has been. But, fan acceptance never grew.

A car with a rear wing looks much less like the street version of the car. With carmakers struggling so much – and possibly having to justify their participation in NASCAR – it is no surprise NASCAR is working towards making the cars look more like their street counterparts. Thus, the old saying, “Win on Sunday, sell on Monday,” becomes a little more true.

NASCAR evaluated the wing, and put it in for “all the right reasons,” according to NASCAR President Mike Helton. But, support for the wing didn’t increase to the level anybody “thought it should.” So, NASCAR opted to change back to a spoiler. It should add more balance to the car, make it more drivable, and create better racing. Thus far, reviews have been positive.

NASCAR Chairman and CEO Brian France added that they hope to have the spoiler ready for debut at a superspeedway by the Texas race in April. It should be ready for tracks smaller than 1.5-mile tracks earlier than that.

Brian France said there was “nothing to report” on whether or not the front end of the COT will change. Helton added that a factor in not changing the front of this car at this time is that they didn’t want to release too many changes for the owners to deal with at one time. The current car features a splitter on the front.

The yellow line rule at plate tracks, which was expected to go away, will in fact stay, “for now,” according to NASCAR’s Vice President of Competition Robin Pemberton. At this time, NASCAR determined that the rule needed to stay. But, Pemberton said that they will consider changing the rule at a later date. (I’m not sure if it should be changed.)

NASCAR also plans to use a larger restrictor plate, the biggest since 1989. The reasoning is that things that were added to the car to improve stability also created drag. So, NASCAR is moving to a larger plate to give power and responsiveness back to the car to offset the increased drag.

The Nationwide Series will introduce its Car Of Tomorrow in 2010. The car is slated to appear in four races, Daytona in July, Michigan, Richmond, and Charlotte. Crews will also be limited in the series in 2010. Crews will now be made up of 15 members, including a driver, a crew chief, a spotter, and seven over-the-wall members. And, N’Wide teams cannot run more than two races without using engines sealed by NASCAR.

In the Camping World Truck Series, double-file, shootout style restarts will debut in 2010. Double-file restarts are already in place in the Sprint Cup and Nationwide Series. In addition, the truck series will move back to conventional style pit stops.

In 2009, rules prevented teams from taking tires and fuel in the same pit stop. This was an effort by NASCAR to save money. Now, teams can take both during the same stop. Also, truck teams can use a self-venting fuel dump, which will eliminate the need of a catch can.

Update: NASCAR has added a list of banned substances to the 2010 rulebook. The governing body also included its entire drug policy in the 2010 rulebook, for clarity. This comes in response to many complaints that followed the Jeremy Mayfield incident.

Following the Nationwide series’ Carfax 250 from Michigan International Raceway, NASCAR put 10 cars on the chassis dyno to check horsepower.

After confiscating nine Nationwide cars earlier in the season and checking their horsepower, NASCAR discovered that some Toyotas had as much as three percent more horsepower than the other makes.

As a result, NASCAR issued a technical bulletin that amended section 20A — 5.10.4 as follows:

At all Events, unless otherwise specified, all engines with a cylinder bore spacing less than 4.470 inches must compete using a tapered spacer with four (4) 1.125-inch diameter holes. At all Events, unless otherwise specified, all engines with a cylinder bore spacing of 4.470 inches or more must compete using a tapered spacer with four (4) 1.100-inch diameter holes. Unless otherwise authorized, the carburetor restrictor will be issued by NASCAR.

After the Carfax 250, NASCAR found that Joe Gibbs Racing manipulated the throttle of its Toyotas so the tests would not be accurate.

NASCAR’s VP of competition, Robin Pemberton said:

In our post-race inspection, our inspectors discovered some shims that were placed on the gas-pedal stop. They were magnets that were about a quarter-inch thick that prevented the accelerator from going 100 percent wide open.

Today, NASCAR announced that seven JGR team members are suspended indefinitely — including crew chiefs Dave Rogers, of the No. 20, and Jason Ratcliff, of the No. 18.

Additional penalties are as follows:

Tony Stewart and Joey Logano each will be penalized with a loss of 150 championship points and placed on probation until the end of the year. Joe Gibbs was also penalized 150 owner’s points for each of those entries.

Ratcliff and Rogers were indefinitely suspended and fined $50,000 each.

Dorien Thorsen, Michael Johnson, and Toby Bigelow, all of the No. 18, and Richard Bray, and Dan Bajek, of the No. 20, have been placed on indefinite suspension.

ESPN adds that JGR would not appeal the penalties and indicated it would also fine the crew members involved and suspend them through the end of the season. Joe Gibbs also made it clear that he had no knowledge of the cheating attempt.

The AP quotes Ratcliff as saying in response to the ammouncement:

I would like to apologize to the employees and partners of Joe Gibbs Racing. Because of poor decision making, I have failed you as the leader of this team and I am solely responsible for this situation. Secondly, I apologize to the men and women of NASCAR for my dishonesty and interference during a testing event.

Rogers said:

I accept the penalties imposed by NASCAR and Joe Gibbs Racing and make no excuses.

Racing One carried Toyota’s statement which said:

Toyota respects NASCAR’s rules and regulations and accepts the sanctions that were imposed against Joe Gibbs Racing. It is NASCAR’s responsibility to enforce their rules and we respect their decisions. Toyota always has, and will continue to, abide by all NASCAR-mandated policies.

Toyota also commended JGR for the way it handled the situation and quickly owned up to the penalties.

Also of note, NASCAR fined Donnie Wingo, crew chief of Chip Ganassi Racing’s No. 41 Sprint Cup entry, driven by Reed Sorenson, $25,000 after the car was found to have an improperly attached weight in Sunday’s 3M Performance 400 race at Michigan.

SceneDaily, the Charlotte Observer, and the Sporting News also covered the story.
